I'm on H1B and in the 60 days grace period. Company A is filing my H1B within couple days. Am I an employee of A if they submit my I-9 form to USCIS or not until my start date? I ask as I'm waiting on an offer from company B in 2 weeks, so would like to understand if B can file my H1B transfer from my original company prior to joining A. What happens if my application with A is denied, can B still file within 60 days?
