Question

Hello Indu, In 2019, I went for dropbox in Mumbai and was given 221(g) green slip asking me to submit new passport photos with light background as photos I submitted were accepted by dropbox person but rejected by embassy. The letter reads: "Your application for a nonimmigrant visa has been refused per section 221(g) of the U.S. Immigration and Nationality Act and may be pending additional documentation". The last box on page 2 was checked: "Submit the DOCUMENTS REQUESTED BELOW" which had listed passport photo with light background, included I-797. I submitted new photos immediately and within couple days, visa was issued. Now when I fill the DS160, there is a question: "Have you ever been refused a U.S. Visa, or been refused admission to the United States, or withdrawn your application for admission at the port of entry?".. Should this be answered Yes with details that 221g was issued requesting new passport photos and refusal was overcome or should I answer No since it was just pending for photos and eventually issued? Thanks for your help!
