I am US citizen and I want to file 130 petition for my sister who lives in India. I noticed that her birth certificate is in local language and do require to be translated or reissued in English. This process may take 2 months. Is it OK if I file 130 petition online now with incomplete(missing) documents and upload English birth certificate later after 2 months since 130 petition process takes more than 3 years? Is there a risk of file being rejected if I do this?
