Question

My wife had a medicaid from September 2017 to October 2018. The hospital applied it for us in special circumstance when I was unemployed (post PhD graduation) and she couldn't work because of her F2 visa status. The medicaid exempted us from the bill of her hospital visit for the first time, but later we never used it and canceled it as soon as we knew that it can hamper our Green card process. So, does that count as a public assistance or public charge (I don't know the exact difference). My specific question is - What should I check (yes or no) in Q-61 of her I-485 form (Part 8, Page 13) - "Have you received public assistance in the United States from any source, including the U.S. Government or any state, county, city, or municipality (other than emergency medical treatment)?" If I put yes, will that hamper our chances of getting I-485 approved (my I-140 was recently approved for NIW)? Can I explain the situation before the USCIS officer during our interview if I need to put yes? Please let me know how can we move forward in this regard. Thanks
