H4 to F1 back to H4

I have applied COS last year for my wife from H4 to F1 which got approved on March 1st,2011 but I-20 is going to start from summer May 17th,2011..Now due to some personal reasons we do not want to pursue studies and change my wife's status back to H4...I have E-filed I-539 COS from F1 to H4 on May 1st..but I highly doubt that it will get approved before May 15th the first day of summer classes..
The question I have is does she need to be a registered full time student to maintain her legal status with a pending COS application from F1 to H4 or is it okay to not register for the classes because we already filed COS...Does Pending COS itself grant a valid status to stay with out her maintaining full time student status..
ps: I have valid H1 status till Aug 2012
Please help...
