Advice for change of status from H1B to B2

Hi,
I would like to understand which of the following two (or any other) visa application options I should pursue to improve my chances of getting a B2 visa, based on my situation. I am interested in a multiple entry B2 visa with 10-yr validity.
(i) Apply immediately for change of status from current H1B to B2 before leaving the US
(ii) Apply from consulate in foreign country for B2 visa after leaving the US and expiration of current H1B
My situation is that my current H1B visa will be cancelled in Oct 2010 because I am resigning from my current job and relocating overseas. However I want to visit the US in the future on multiple occasions because I have family/friends here.
