H1B transfer and extension - 2nd RFE

Hi,
My wife works for comp.A and her current H1B expires on Sept30. She received an offer from compB and started the process with USCIS in mid July. In Mid-aug we received the 1st RFE and compB responded. Now again we received another RFE and waiting for exact details. Given the situation, we are getting prepared for a potential decline. If that happens:
1. How long does my wife have after sept 30th to stay in the country legally?
2. do u think we should start the process with comp.A as backup incase the H1B with CompB gets denied?
3. Another backup option is apply asH4 for her. can I do that if denial comes after sept 30?
