I766

I employ a citizen of the Phillipines as an eldercare person who wants to migrate to work in the USA. I'm told that she needs an I766 visa before she can be employed. I am further told that the I766 can be applied for on-line. Is all this true? How long does it take to process this application and what are the chances of success?
