H4 visa on hold (got a 221g form from the US consulate)

My wife went for H4 visa interview to the US Consulate in Chennai on April 18th 2011. Consulate officer put her application on hold, she was goven a 221g form saying that they need my W2's from 2006 till 2010, my paystubs from 2009 to 2010, contract agreement between the Client and the Middle vendor and also the contract aggreement between my consulting company and the middle vendor. They have asked het to submit all these documents within one year. They wated all the documents dropped of in the VFS drop box.
My question is, if we submit all the documents in one week from now, how long will it take for them to give us an answer on her Visa? or can she apply a new H4 application in Chennai or some other consulate in INDIA ? What would be our best chance to get her Visa approved ASAP?
