H4 rejection under section 212 a 6 c i

My mother has applied for immigration visa in 2002 with me and my sisters. that time we were rejected under section 212 a 6 c i.
After few years, I married to H1 holder and got H4 successfully in 2008. I lived 2.5 years in US. And during those years I have change my status from H4 to F1. I also got F1 approval from USCIS. In January 2011 I came to India to stamp my Visa with, but this time I got rejected under the same section "212 a 6 c i". I got rejected twice, one for F1 and also for H4.
I know the seriousness of this section. But as I got H4 visa in 2008, then I think I should get re-stamped as H4. Rght now, My husband is in US and I am in India. So, how should I get H4?
