Q.

Change of Status form F2 to H4

I got acceptance on 21st january that my H1B has approved. My H1B VISA stamping is done. My company filled "Change of Status" (from F2 to H4) I-539 for my wife on 01/28/2011. I got a letter saying USCIS have received the I-539 on 02/03/2011. I have checked the status of this COS and it is still in Intial Review.
My wife left USA on 16th January 2011 and she is still in india. So during the application time since my wife was already out of country, the "change of status" petition is still valid? If not how can she come to USA?
Can my wife come back to USA with F2 VISA which she has till 2012?
