Q.

1-551 immigrant visa canceled without prejudice

My wife and I had an American 1-551 visa But due to needing an operation I was unable to enter the USA within the time frame this visa was then cancelled by the embassy with the words canceled without prejudice.
I would like to know can I re apply and how long will it take to re issue the visa
I'm a British citizen to get my original 1-551 visa took best part of 25 years
