Q.

Hiring on L2

Can a Company outside USA(not incorporated in USA) can hire a contractor/freelancer (not employee)in USA who is on L2 visa? Company sells online services only(No goods but services only)and needs someone in USA without incorporating in USA.
Can same way it hire someone on OPT,as well?
In both or either feasible cases what is the responsibility of the company ?Can it issue something similar to 1099?Please advise
