Porting category EB3 to EB2 for green card

Hi,
I have completed 6 years on H1-B visa. I have an approved I-140 on EB-3 category . I have filed for H1-B extension based on my I-140 approval notice. I have the following questions
•Since I have more than 8 years of experience and 4 years of bachelor degree, can I port my Green card category from EB3 to EB2 by changing my employer once my current H1-B visa gets extended?
•Do I need a copy of my current I-140 document to change employer or Receipt number is enough?
•If I-140 copy is required, can I get it by filing G-639 FOIA form?
•Can you please send me the URL from where I can get this form along with additional information required to complete this form?
•Will I be able to retain my priority date if I port my labor from EB3 to EB2 by transferring my H1-B Visa?
