NVC requires unavailable birth certificate
I'm a Canadian citizen married to a US Citizen,living in Canada with me.She has acquired Canadian permanent residency over time and we had applied for my green card in parallel.Following the formalities from the NVC,I was required to submit civil documents in which the Birth Certificate was required.Since I do not have a birth certificate available,I provided a certified copy of a letter issued from the Indian Embassy in Ottawa that confirmed my birth particulars as well as the names of my parents.Had submitted this letter twice (without my mother's affidavit) and have been told to re-submit a birth certificate.What must I do to overcome this obstacle since I cannot go to India and retrieve a copy of my birth certificate?Should I simply re-submit this letter with an affidavit from my mom?
