Q.

apply for citizenship-count time on abandoned greencard

My brother got greencard in 2004 but he was not married. He abandoned his greencard in 2007 and moved to H1 to bring his wife. He reapplied greecard in 2007 and got greencard in december 2008. Can he use existing 3 years stay on previous greencard to apply for citizenship
