Q.

better chances of approval? L1B extension or L1A or H1B

Background: Entered USA as H1B Mar2006 exited Jan07. As L1B enter Sep07-exitMar09,Apr09-not exited.

Currently I’m in L1B visa & I94 expiring on 21Jul10. My Company wants to file L1B extension but there seems a lot of rejection happening recently so, some of associates having similar case like me, filed new L1A while still at onsite & got it approved. Went to India and got L1A stamped before reentering USA.
I asked our VISA Team to do the same but they claim this pattern is also getting lot of rejections.

First time I entered USA as H1B and worked from Mar06 to Jan07, so, thinking if filing a new H1B under old quota(2006) would be having a better chances of approval

Over all, what would have a better chances of approval? L1B ext or new L1A or new H1B (old quota)
