Immigration question for Spanish Fiance

My Fiance is a Spanish citizen who is living and working in the Netherlands, where I was living and working until a few months ago, though I have now moved back to the United States. We want to get married and are trying to figure out the best way to go about this. I will be going back to the Netherlands in a few weeks and we are thinking of marrying while I am there, after which I will come back and file for an I-130 visa for him. Would this be possible or is there a better way to go about it? (for example, would it be better to file for a fiance visa and then get married in the US?) We are very confused about the whole process and really need help finding the best solution. Thank you very much for your advice.
