H1B and J1 (no restrictions) marriage

Hello,

I work in US on H-1B visa for 3 years now. My fiance came to US on J-1 visa (3rd time, no 2 year restriction) for the work & travel program. We want to get married in the end of summer here in US. Then I thought she will go back home (Russia) to finish her degree, get H4 visa and come back to me.

Is it a violation of J1 visa rules that she is going to get married here? Can it be problem for her to get H4 visa because she was here under J1? Do I need to accompany her for the interview? Do you think it is risky for us to get married here?

Thank you in advance!!!
