Q.

Expired H1B Visa

Hi, My H1B visa was approved and visa was stamped on the passport in 2001 and expired in 2003. I never travelled to USA on an H1B visa. Can I apply for another H1B as cap exempted. Will the remainder option applicable to me.
I got my H1B based on my bachelors degree and i hold a PhD, will that be of any use to get H1B.
