Company B filed for H1 transfer from A with LCA for North Hollywood, CA and Woodland Hills CA. However I started working for an entirely different location Cupertino CA, for which there was no LCA filed. On july 10th I got an RFE, can my employer reply with LCA for Cupertino now even though I have been working here since june 1st.

Can I file for a fresh H1b even though my previous H1 transfer is pending?

Can I file for another transfer now from A to C? what are that chances of approval? I was laid off on 8th April but I have maintained my legal status.
