H1 extension denied, comeback to US on fresh H1 or F1

My H1B extension has been denied on june 12th. I'm planing to go back to India and apply for a new F1 or H1 and comeback again. I have around $15,000 in credit card debts. As I'm not expecting this denial, I have not prepared to pay off all my debts before I go back. However, I'm planning to comeback on new visa and start paying off. My question is, when I go to US embassy in India, will my credit report or debts be the reason for not issuing a visa? Will they have access to look into my credit report or they wont know what my debt status is?
