Partime job offer on H4 (Status changed from H4-H1-H4)

Hello,

I came to US in H4 and got COS approved to H1 in october 2008, since i was not working and not getting paid my employer laid off. Mean while i went outside of US and came back on H4 visa which is valid until september 2009.

Now I have a part time job offer as a software developer, the pay they offered is $24000 per annum. I would like to know the best way to accept this job offer.

1) Can I file a COS from H4 to part time H1?

2) If I file for a COS from H4 to full time H1 will this amount ($24000 p.a) be sufficient?

3) Will there be any RFE's? or what are the chances that H1 will get approved?

Please let me know all the possibilities and the fee involved in the COS to full time/part time H1.

Please let me know.

Thanks.
