H1b stamping in Tijuana, Mexico

One of our employee went for visa stamping and had his interview 10 days ago, they questioned him again and again regarding his recent change of employment while staying with the same client,Could you please let us know if we have any options for him to comeback to US, his Passport is with him and 221G, how long he has to wait in Mexico,he is still waiting for the call from consulate, Can he come back to US with only passport and 221G with out I 797 by requesting Temporary I 94 at Mexican border or Can he have an option to go to India for a few days and come back to Mexico once he hears from US consulate ( he has one multiple Entry Visa for Mexico) or should he wait for some more time in Tijuana Mexico to expect some news from US Consulate, what are his best options
