Q.

h1B transfer from cap-exempt to cap employer

I am a postdoctoral research person in a university (non-profit) working on a H1B visa. Recently I have been offered a job in the industry (profit) and they said they are going to file a petition for transfer with a start date of July 12th. My questions are
1) Can H1b from an exempt institution like university transferred to a non-exempt industry?
2) I was under the impression that I cannot start working until october 1st. is that right?
3) If so is the company making a mistake by putting the start date as July 12? I saw that the petition might even be rejected.
4) Are there any H1B portability laws that will allow me to work right away?
5) is concurrent h1B an option? can you please explain how it works in my case?
