Q.

L1 to H1

I am working on L1B blanket with Company A since Mar 2007 and my L1B petition/visa expires on NOV 2009.In 2008 Company B filed H1B petition through consular processing and has been approved effective Oct 1st 2008. I am still working for Company A on L1B. As Blanket extensions are in jeopardy, My Company A wants to apply for new H1B in April 2009.

1. Is my Company A H1B petition subject to lottery in case if there is any as I was already counted in to cap?
2.Will there be any issue in H1B petition processing as I didnt join the Company B?
3.Is it possible to apply a change of status from companyA L1B to CompanyA H1B using the Company B H1 petition instead of fresh petition?
4.Assuming CompanyA H1B approved with COS,can I go for visa stamping in cananda before
OCT 1st 2009?
