Employer - Took money for H1B processing from salary

I joined in one company on Oct 19th 2009. They placed me at a client location. This company told they will do a H1b transfer and informed me that by oct19th H1b is filed. Later on informed me that he forgot to file H1b transfer and filed H1b transfer on Oct 28th which means I worked illegally from Oct 19th to Oct 28th. Since they were not giving salary properly I resigned to the company in january 2010. Employer told he will cut H1B processing fee and termination fee from my last month salary and did it. Through out all this process I had valid EAD and didn't want to use it. I feel it is illegal to take H1B processing fee, and made me working illegally from Oct 19th to 28th. Is there a way to get my money back. And also want to complain to USCIS for creating me stress. How should I do it
