H4 -221g / Administrative Processing / PIMS Delay

I am on H1 since 2003.My wife on H4 from 2006to2008.I moved to a small company in 2009. Wife is in India from 2008. She went for H4 stamping(June2010-Chennai).Got a 221g:"Your petition is not currently reflected in PIMS database.Processing of your case will be suspended until we can verify your petition details".We contacted through USSenator recently. Then the passport was returned with another 221g:"Your application requires additional administrative processing before a final decision can be made".1)Is there a way to expediate the process of getting the PIMS database Updated?2)If I move to a new company and try H4 stamping, is it needed to cancel existing visa application. Is it considered a rejection if I cancel the application now? Can this have negative effect on the next application?
