Q.

New H1 petition or transfer

I came to USA on H4 with I94 expiry May2010. Later I got valid H1 to start work on Oct2008 which is more than two years from now but never worked due to health and pregnancy reasons.My I94(H1) expires on Sep2011.Recently i got an offer from different Company to work for direct client which is willing to do H1.The new company capable of supporting H1.
Given that,First of all can the new company apply new H1 petition under 2011 quota? That means i will be holding two H1 based on approval.what type of issues might arise due to that? If i get new H1,do i need to get new visa before i start the work?
If i am not eligible for new H1 then i will probably have to apply for transfer.what is the risk of applying for h1 transfer with letter from employer stating reasons and w/o submitting paystubs?
