H-1B extension process

My 1st H-1B term is expiring on 08/15/09. I want my company to file for extension on 02/15/09.They are ready but they dont want to hire an attorney for some stupid reason. They want me to help in applying. I have these question:
Q1: Can they apply on 02/15/09, six months in advance?
Q2: Do they need a new LCA from DOL from 08/16/09 to 08/16/12, are these correct dates for next three years?
Q3: What are the other documents, Forms and fees needed, we are for profit private business, not H1b dependent?
Q4: Where to send these forms?
I am in an awkward situation here, with my employer depending on me. I will have to help them in this process. I will appreciate your help a lot. Thanks
