H1B Transfer while H1B Extension in Initial Review Status

I am an employee of a consulting company that has a contract with another consulting company who is having a contract with the end client I am currently working for.
My Employer --> Company X --> End Client.
The end client is offering me a position and willing to file the H1B Transfer.
I would like to have your expert opinion and answers to the following Question.
1. Can the end client file H1B Transfer petition after the I94 Expiration date, while the H1B Extension is under Initial review?
2. What if my H1B extension is denied while the Transfer is still in progress?
3. Can the new employer file H1B Transfer after the H1B Extension is Denied (By that time the I94 will also be expired)?
