Q.

H1B transfer while petition for extension is pending

Hello,
My current I94 expires on sept 30th. My employer has filed for extension in July and I have a copy of the receipt.

Now I am considering to transfer to another company . Below given are my questions.
1) Can the new employer file for H1 B transfer after Sept 30th(after my I 94 expired) using a copy of receipt of my current H1b extension petetion?

2)What if I get denial notice(after september 30th) for the current pending extension petetion without any RFE? Will the new employer be still able to file for H1B transfer?

I appreciate your answers.
