Q.

H1B REVOKE from US embassy after 9 months of pending 221g

After 3 yrs in US on H1B,went to London US embassy for H1 visa renewal in Oct 09 which resulted in 221g Administrative processing.Jul 29,2010 embassy sent an email stating that "We will be returning H-1B visa petition made on your behalf by(Employer Name)to the U.S. Dept. of Homeland Security for revocation.The request for revocation is based on further administrative review of petitioner’s qualifications conducted subsequent to your visa interview at Embassy London.Case will now be administratively closed by Embassy London,and forwarded to USCIS for their action"

Have 2 offers now from 2 different companies 1)Company A ready to file Business visa and then file H1 2)Company B ready to file H1 directly.
Q.Can new employer file H1? Which offer shud I pick & what are chances getting visa
