Q.

H1B 6 Year Timeline Reset And Recapture

I came to US on H1 in December 2002 and stayed till 2004 for around 1.5 years.I then moved to my native country(India) for a period of 3 years.In 2007,I got the H1 transferred and came back to US on same H1 visa.My H1's are expiring in June 2011.But since I was outside of US for more than 3 years(2004- 2007),can I claim that my H1 timelines got reset or would I have to leave US for a year in June 2011 to apply for new h1b?
Am I allowed to stay till 2013 since I came in 2007?
Also in June 2011 I am only completing 5 years 5 months of my H1 visa time.To recapture the time, can I show my passport stamps as proof?I do not have air tickets or any other proof.
One last question,what are the current timelines for getting a perm approved for Green Card process?
