Q.

H1B to H4 to H1B

My wife and I are both on H1B. She has not been receiving paystub since April. Her visa is expiring on September. Her employer is not applying for her extension. We decided to apply for her H4. My questions are:
1) If H4 is pending approval, and:
1.1) there's a new company willing to sponsor her H1B, is it possible to withdraw the H4 application so that USCIS will only process the H1B transfer?
1.2) I need to transfer my H1B to another company, will there be any issues?
2) If H4 is denied when applying here in the US, can she go back to our home country and apply H4 there for the second time? Is her chance of being approved higher?
3) If H4 is approved and after sometime, a new company sponsored her H1B but got denied, what will be her status? Can she go back to H4?
