H1B transfer

Bachelor in Eng in US, Approved H1B beg from Oct 09-Sept 12. 1st Oct ‘09–13th Nov ‘09: Weekly Pay checks were issued with 6 paystub. 13Nov: Medical urgency went to India. Jan 8th ‘10: H1B stamped in Mumbai. Returned on April 14th ‘10. After coming to US, my boss informed me to look for another job. No paychecks were issued from April 14th ‘10 until now. Another company is ready to transfer my H1B. Do I need paystubs from April 14th ‘10 until now, or can I transfer H1b immediately with old paystubs from Oct 1st to Nov 13th. If not what are other options?H1B to F1? Can I show that from April 14th until now I needed medical recovery time? Is there a grace period if I get laid off on H1b until I transfer to other company. Does the employer have to pay to USCIS if he decide to cancel my H1B
