Q.

Applying for B2(Visitor Visa,Non-sponsored) while H1 is Valid!

I am relocating back to India from US(currently working on H1B) in next few weeks as my project is coming to an end.
However I will be required to visit US again within a month of my exit as I need to get my passports stamped in Canadian embassy in New York as my application for Canada immigration has been approved.
For this,I am planning to apply for B2 visitor visa.Please advise:
a.whether I can apply for visitor visa(B2) while still having a valid H1-B visa
b.Can I apply for such visa while being still in US and if this help in increasing my chances of obtaining B2 visa?Though I am yet to get a passport stamping request letter from Canadian embassy
c.Is visiting Canadian embassy in NewYork for passport stamping a enough reason to get B2 visa or a valid H1b enough reason for rejecn)
