H1B Transfer without paystubs

Company A holds my H1B,I am planning to transfer for a direct full time job. I have always been on project since my H1B got in effect that is 1st Oct 2009. Company A pays me every 30-35 days however they hold my 60 days of pay and runs my payroll 90 days late. So, end of March they paid me for Jan and gave me a pay stub for Dec. 1. So can I transfer with the Nov and Dec pay stub?
They messed up state tax on my W2. My LCA is from Utah and they paid the tax to PA, however while filing taxes I am filing to get a refund from PA and paying to UT.
2.Could there be any problem in H1B transfer, if I have a different state on my pay stub than that of LCA.
I am planning to work with the company 'A' till I get an Approval for the transfer. If it get denied can I continue working with 'A'?
