Q.

Cap Exempt H1B to cap subject H1B

Hello,
My present status is 'Cap-exempt H1B' from a 'govt. research org'. This will expire of its 1st 3 year term in June 09, 2010.

Now we are planning on renewing it. But I want to switch to cap subject H1B from cap exempt H1B. So my questions are

1. Is it possible to request to switch from cap exempt H1B to cap-subject H1B while filing a petition for an extension of stay this time ? If so, how should it be done ?

2. My guess to above question is NO. So I am thinking instead of requesting for an extension of stay, I would rather go for a new petition for a new employment requesting to be subject to the cap limit for master's degree quota. Since we are already a govt. research org. that is exempt from numerical limitation, can we request to be subject to cap-limit ?, how ?
