Q.

New H1B Memo Question and How would it effect me

I just got Labor Approved and was in process to File for I140. MY H1B Holder is X company[Small] which bills to Y company for providing services to Client Z.Would this new memo effect especially when I have H1B Renewal coming in March 2011. Also Should I still go ahead and file I140 to atleast get the Priority date.Kindly Suggest.
