H1B in May. Laid off. Back to F1 on Oct 1st. New H1 now.
I had my H1B approved in May but however got it withdrawn before Oct1st since I got laid off in June. My earlier employer withdrew my petition sometime around July or so. Now, I have a new employer who is willing to do a H1B for me.
Having my H1B already approved for this year(Master's quota and also withdrawn later after approval), will I now be counted as a new H1B applicant or can the attorney do an amend to the earlier application and get me into the old count ?
FYI, I have my H1B approval notice with me.
