2003-2005 f1 visa
2006-2009 first h1b
2010 jan f1 visa at university of texas at el paso
2010 f1 transferred to trivalley univ and due to closure sevis got terminated
i have my student visa stamped on my passport
till 2014
i got a h1b 221g on sept 30th 2011 at mumbai consulate and its been over 100 days and i been getting a reply that its under admin processing
My questions
Will they come back with an answer of h1b 221g
if so when can i expect
Can i reapply for h1b under the same petition at
singapore US consulate and what are my chances

Can i come back to US on the same student visa stamping under a different sevis(new I-20) ( i been out of US for more than 8 months)
