Q.

H1B Admin process 221(g) impacted B1 : B1 Rejected

I am a H1B applicant 4 years back and got 221(g) from VO in India. After i submitted docs the case was sent back to USCIS. The last status change for my petition is Feb 2009. And it says "we mailed a notice to you reaffirming the approval of this case and returned the case to the Department of State for visa processing." When i contacted the consulate i was asked to schedule the interview with reaffirmed petition which my employer said he hasn't received.
I forgot about H1B until recently when my B1 was rejected 241(b) and the VO said with H1B outstanding she can't process B1.
Qn:
What does the current USCIS status imply.
How would i conclude my H1B (+ve and -ve)
What bearing does a +ve or -ve conclusion have on my future B1. I am more concerned about B1 as impact my growth in my org.
