Q.

H-1B visa transfer

In 2009 I was working under Optional Practical Training, still with an F-1 visa, for Employer A. Employer A applied for, and obtained, an H-1B visa for me. The visa application was approved and I received my “I-797A, Notice of Action” document in
April 2009. The visa was to start on October 1, 2009.

In June 2009, however, Employer A laid me off, and withdrew my H-1B petition. When I lost my job I asked my school to extend my I-20, since I was still a registered student, so I stayed on F-1 status. I have remained under the F-1 status until now. Now, in March 2010, I found another job with Employer B.

My question:

Can Employer B request USCIS to transfer my H-1B visa to them? How can I find out that my H-1B visa is still ‘dormant’, and not closed or lost?
