Q.

I-130 Pending for my younger brother

My elder sister is a citizen and had applied for my parents back in 2003. In 2006 the Embassy in Bangladesh approved & stamped their passport. They arrived here in July'06. We also have a younger brother who was a minor (born on Nov'91) at that time. He is still back home with relatives as the embassy did not issue him a visa stating that their visa category did not qualify him for a visa. Up until that point, we assumed that they will issue him a visa as they made every one undergo DNA testing beause of their doubts. In Oct 06, my mother has filed a I-130 and it is still pending in Vermont. Recently my father had a heart attack. Plus he will soon be 18yrs. Is there anything we can do here to expedite his app? What are our options?
