Q.

Adoption for the child (11 years old, Chinese Passport)

Can an American citizen adopt her brother's son (11 years old, Chinese Passport)? Can she do the whole process in the US while her brother's entire family visiting here? Is it possible for her brother and sister in-law to give up the parental right in the US through US legal systems for the adoption?
