Family Base Green Card-PERM L.C

On September 08, my PERM L.C. was submitted to Atlanta Cter. The expiration of my H1B is 31/07/ 2009; I will reach the six years of having an H1B. However, since the current Feb.09, I am married to an US Citizen in New Orleans, where, because of hurricane Katrina, they can issue a certified copy of the marriage license only in April 2009; the result is I cannot apply for a change of status until April.
1] Can I take a new job offer, which begins in August 2009 by seeking the extension of my current H1B with a new employer?
2] In case I apply for change of status in April 2009 based on my marriage, can I receive a working permit on time to be able to begin working in August 2009 in y new job without worrying about the PERM. L C?
Thanks
