green card for sister

Hello,
I am a US citizen. What is the quickest way to get a Green Card for my sister (+husband and 2 kids)? She is in Russia. Should I use I-130 form only or with I-485? Where to apply - in USA or in Russia? Where my sister should be when I apply - in USA or in Russia? How long it may take?
