Q.

I-485 /waiver or cancelation of removal?

sister's husband filed I-130(pending) for her wife in 2005,now he is US citizen. But his wife entered into US with EWI. The wife's sister is also USCitzen. Husband's entire family is here. they have three US citzen children (8, 6, 2). should they file I-485 with USCIS (if it denies, then file 42(b) with the IJ) or directly file cancelation of removal with USCIS?
