Question about cut-off date

Dear Sir or Madam,

My name is Tinatin Chargeishvili. I am green card holder and currently reside in NYC.

I have applied for "adjustment of status" for my 19 years unmarried son who lives with me in NYC. He is citizen of Georgia. I have received response that because priority date for the application was after cut-off date application was returned.
1. Can you please advise when is cut-off date and when can I re-submit application. I want to make sure that before my son reaches 21 I can submit his application.
2. Can I apply I 765 without I485?
Thank you.
Tinatin Chargeishvili
